Emergency Medical Services Transport (EMST) Grants
The EMST Reimbursement Program has operated since approval by the Montgomery County Council in 2012. As of January 1, 2013, the EMS Law authorized Montgomery County Fire & Rescue Service to seek reimbursement for ambulance transports from private health insurance companies, Medicare, or Medicaid.

Maryland Emergency Service Transporter Supplemental Payment Program (ESPP)
Effective October 1, 2020, the new State Emergency Service Transporter Supplemental Payment Program (ESPP) provides supplemental payments to qualified entities that provide ground emergency transportation (ambulance) services to Medicaid recipients. This program is an amendment to the State’s Medicaid plan. Reimbursements are 100% federal funds provided as a pass-through from the State.

Senator Amoss Funds
The Amoss Grant provides funding from the State to County Governments for fire protection, rescue, and ambulance services.
Usage:
Allowed Uses: Acquire or rehabilitate fire, ambulance or rescue vehicles; acquire or rehabilitate fire or rescue equipment; rehabilitate existing facilities used to house equipment and vehicles; life safety and fire protection systems at LFRD facility; acquire land adjacent to existing facility; wireless telecom & computers if used only for LFRD services; non-capital machinery & equip. if used only for LFRD services
Proibited Uses: Administrative costs; ANY type of compensation to personnel; travel or meal expenses; fuel, utility or routine maintenance; fundraising; new or replacement fire hydrants or water mains; land not adjacent to facility; insurance; repair or replace items to extent covered by insurance; costs associated with 911 telephone system.
